If you are running BPQ32, it's easy to reject messages TO or FROM
anyone. Look in the Mail Server Configuration under Message Filters.
You have a broad range of options to Reject or Hold messages using
TO or FROM or AT or BID fields. This is much better than using
BADWORD.SYS.

In JNOS, one can reject the offending elements in the FTPUSERS file.
